III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography)
The possible solutions are that we need to put every United States Citizen's fingerprint into a Nation Database were federal and local agencies can access, so that we would be able to tell who was at a crime scene and why they were there so that we could positively identify them as being responsible for the crime. The National Fingerprint Database is going to be a law that makes sure that every citizen of the United States would be in the database. Some of the ways people would be fingerprinted is that shortly after birth the child is fingerprinted so that he/she would be in the system. Another way would make it mandatory under the law to get fingerprinted if you aren’t yet, one of the last ways is any immigrant would have to be fingerprinted before they could become an American Citizen. The fingerprints would be in the FBI database, but can be accesses by any local police department. It does not cost much to get someone’s fingerprints into the system, the only real cost would be for the man hours that it will take in order to received the fingerprints, and the servers to run the database, so the cost would be around $500,000. If passed this law will be put into effect and the 1st of January, 2012.

V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)
We think this solution will work because there are thousands of crimes that are committed each year that go unsolved each year because of the lack of information that the police have on that one information. If the police find a fingerprint at a crime scene and they do not have that fingerprint on file then there really is much they can do with that evidence. With the National Fingerprint database however we would have that print of file and we would be able to arrest that person of the crime they committed.
